Refer to 3GPP TS25.993, several different data rates of conversational service a re given. It is helpful to analyze the network conversational service quality no t only for the whole conversational service with all kinds of data rates, but al so for every data rate, such as call drop or wireless completion success rate. A ccording to our research, the following four types of data rate are necessary. The UTRAN cell traffic of RLC layer indicates the system resource load for CS d omain. If this counter is larger than the given value such as 90% of maximum tra ffic volume provided by system. Then we must deploy more system resource to sati sfy the UTRAN cell traffic requirement. Also the operator could know how much tr affic has been used for CS domain from these counters.
