1. Official Tdocs do not belong into the DRAFTS folder.
2. Never publish a Tdoc as second time with different contents.
   (we have to make sure that we know about which Tdoc we talk and which one we approve)
   Every document that starts with an official Tdoc number RP-16 + 4 digits is an official RAN Tdoc.
   So if you waste it for a draft version you cannot use it again.
   It does not matter what you put  behind this official Tdoc number (this will anyway be removed before uploading),
   whether it is zipped or not,
   where you distribute it (reflector, inbox, drafts folder) or what you explain in emails about the document.
   So better call draft versions "draft_RP-20..." or "rev_RP-20..." or "RP-20XXXX".
