Focus the discussion on WI objective 2

Discussion points:
1- principle of having at least one codec mandated when/if a profile/media type is supported
-- In case of a should, what are the consequences ?
-- not following this principle may hurt us in the future
-- Principle is not a key issue, key issue is which codec
-- including a codec is already a message to the industry that gives a strong direction. It's not about adding many codecs that compete. Objective to provide the best for users
-- a should is the exception and be very well explained
-- should was the outcome of the Audio codec selection when the objective was a shall 
-- a should can be interpreted as a strong recommendation to the industry. Adding nuance levels to our specification. Ideal to have a mandatory codec. 
-- Based on what was done in the past. We rarely mandate a codec that is introduced for firt time. In case of choices, we differentiate 3GPP codecs, fully evaluated codecs from other SDOs etc. Be careful about setting precedence for the future.

2- review each codec status one-by-one and see where there is agreement
-- discussed the possibility to remove AMR-WB+
