Although this is not the latest version, it is permitted as long as major (1st version digit, i.e. 18 in this case) and technical (middle version digit, i.e. 6 in this case) are the same. However implementation shall be based on the latest reference version (18.6.1 here).

29525-i70 (i.e. v18.7.0) is the outcome of the implementation of all approved CRs on top of v18.6.1
